Mask Policy Update for March 2, 2022

ON BEHALF OF THE DECA DIRECTOR AND CHIEF EXECUTIVE OFFICER

The DoD has released new guidance about masking and COVID 19 screening and testing policies within DeCA facilities under certain conditions. New CDC guidance relied upon facts that the majority of the U.S. population is vaccinated, and the availability of testing and medications to reduce symptoms is available.

EFFECTIVE IMMEDIATELY

Old Policy: DeCA’s 100% masking policy is discontinued for personnel that work inside DeCA facilities.

New Policy: DeCA’s new policy guidance is personnel that work inside DeCA facilities will follow local community or installation command authority guidance for masking, screening, and testing based on the CDC COVID-19 Community Levels for counties in the U.S., and can be found at the following website: https://www.cdc.gov/coronavirus/2019-ncov/your-health/covid-by-county.html

Whose mask guidance do I follow?

  • DeCA facilities that are on military installations will follow local guidance issued by installation command authority.  
  • DeCA facilities that are not on military installations will follow local community guidance based upon COVID-19 Community levels for counties in the U.S. as confirmed by DeCA Headquarters Directorate level.  https://www.cdc.gov/coronavirus/2019-ncov/your-health/covid-by-county.html

Attached is a graphic that outlines the rules as described below. Updated screening criteria and guidance for entrance to a DeCA facility are also attached with the DoD Policy.

What are the CDC Levels and when is a mask required?

High Level. In DeCA facilities located in an area where the CDC COVID-19 Community Level is HIGH:

  • Indoor mask-wearing will be required for ALL personnel inside the DeCA facility. This includes Service members, DeCA team members, onsite DoD contractor personnel, and visitors, regardless of vaccination status. AND
  • All unvaccinated DeCA personnel must be tested weekly for COVID as a condition for entry into the DeCA facility. AND
  • Credential recurring access (CRA) contractors and baggers must provide attestation that they are vaccinated on the DD 3150, or provide proof of a negative test within the last 72 hours.

Medium Level. In DeCA facilities located in an area where CDC COVID-19 Community Level is MEDIUM:

  • Masks are not required inside the DeCA facility, regardless of vaccination status, unless different guidance is directed by the installation command authority. AND
  • All unvaccinated DeCA personnel must be tested weekly for COVID in order to enter the facility. CRA contractors and baggers must provide attestation that they are vaccinated on the DD 3150, or provide proof of a negative test within the last 72 hours.

Low Level. In DeCA facilities located in an area where the CDC COVID-19 Community Level is LOW:

  • Masks are not required inside the DeCA facility, regardless of vaccination status unless different guidance is directed by the installation command authority
  • COVID 19 Screening and testing are also not required for unvaccinated DeCA personnel
  • CRA contractors and baggers are not required to attest to vaccination or provide proof of negative test.

For Additional Safety Measures:

  • Masks can still be worn. Personnel that work inside a DeCA facility may choose to wear a mask at any time, even in areas where not required.
  • COVID 19 Reporting. DeCA personnel must still report if they have COVID 19, a positive COVID 19 Test, or have been exposed to someone with COVID 19.
  • Pre/Post COVID 19 Positive- Mask Wear. 100% masking will remain required for:
    • Personnel at the beginning of COVID symptoms
    • Personnel 10 days following a positive COVID test
    • Personnel for 10 days following last exposure to someone positive for COVID, even if in an area where masking is not require

The Fort Campbell indoor mandatory mask mandate is lifted effective 2100, March 3, 2022.  The Fort Campbell community currently meets the CDC COVID-19 Community Level guidelines to remove the indoor mandatory mask mandate.  All Individuals may choose to wear a mask regardless of the CDC COVID-19 Community level. In order to ensure the readiness and deploy-ability of our Service Members, Active Duty Military Personnel that are not fully vaccinated (two doses plus 14 days) are still required to wear a mask.  Masks are still required while receiving healthcare in the Emergency Center, Inpatient settings, and for healthcare delivery in the clinic setting if upper Respiratory or COVID like symptoms are present.  Thank you for your efforts to get vaccinated, curtail community spread, improve our health, and maintain our readiness.

  • Commissary CLICK2GO, the Defense Commissary Agency’s new online ordering:

    “This service really speaks to the needs of our customers who can now plan, order and pay for their purchases on-line and then just drive to the store to get them without having to get out of their vehicle,” said (store director’s last name).

    Here’s a brief rundown of Commissary CLICK2GO’s features:

  • Easy-to-use navigation and search functions to help customers plan healthy meals and take care of their family’s needs
  • Enhanced product information
  • Robust recipe features
  • Featured sales and promotions
  • Upgraded mobile-friendly experience
  • No service fee (it was waived on all orders for a limited time starting June 28)Information on how the service works is found on www.commissaries.com with dedicated sections such as “How CLICK2GO Works.” First-time customers will need to create an account.
  • In step with grocery shopping trends, DeCA is working to bring on-line ordering, payment and pick-up options to all commissary-eligible patrons. In early June the agency announced plans to expand Commissary CLICK2GO to all 236 commissaries worldwide, and the rollout status can be found on the agency’s web site.

    Customers use a computer or mobile device to make their orders online where they select from commissary products offered based on the store’s stock assortment. After products are selected, the shopper selects a pickup time and pays for their order. At their appointed time they park in designated parking spaces where commissary workers bring their groceries. The commissary CLICK2GO will begin accepting internet orders on August 2 for August 4 pickups.

 How do I find my Military DOD ID Number?

  1. How do I place a Commissary CLICK2GO order?
  • Access CLICK2GO from your computer/mobile device by logging into your shop.commissaries account. If you don’t already have an account you can register on the login page.
  • Choose your preferred commissary location
  • Search for products by name or select the department and category links to browse our virtual aisles
  • When you’re ready, choose your pickup time and complete checkout
     
  1. What should I bring to pick up my order?
  • Your military ID or authorized agent card is required
  • Confirmation email
     
  1. Do I pay for my order online or at the time of pickup?
  • Payment is collected online. Your total payment may be slightly different (either higher or lower) than your estimated total shown online due to random weight items such as produce and meat. Additionally, DeCA's pricing policy, similar to that of retail grocery chains providing this service, is to charge you the item price in effect on the day and time of pickup.
     
  1. What forms of payment do you accept?

  1. What are Commissary CLICK2GO’s operating hours?
  • Monday – Friday, 11 am / 6 pm 
  • Orders can be placed 24 hours a day, up to six days in advance of the desired pickup date
     
  1. How soon can I pick up my order?
  • There is a minimum six hour lead-time from the time the order is submitted to the time of curbside pickup. For example, an order submitted at 5am can be picked up the same day as early as 11am
  • Orders placed after 11am will default to the next available pickup time the following day
     
  1. What happens if I am going to be late?
  • If you are running late or will be unable to pick up your order altogether, contact your CLICK2GO commissary via email or phone. That information is located on your confirmation email. The store will accommodate your schedule.
     
  1. Should I tip the person handling my order when I pick up my groceries?
  • No, Commissary CLICK2GO employees are not allowed to accept tips.
     
  1. How do I cancel my Commissary CLICK2GO order?
  • You can cancel an order up to 4.5 hours prior to your reserved pickup time
    1. Log into shop.commissaries account
    2. Select “My Account” then select “My Orders”
    3. Select the order you want to cancel then scroll down and click "Cancel Order"
    4. Select “Yes” to continue
       
  1. How Do I add notes to my order?
  • To input notes for specific substitution requests or to add additional comments please select the grocery cart in the top right corner of the screen
  • Scroll down and select “View Full List”
  • From the drop-down arrow, select your substitution preference and provide any additional instructions in the “Add Notes” section
     
  1. How does Commissary CLICK2GO substitute out of stock items?
  • You are able to make substitutions for all items or individual items in your order. You are also able to make specific substitution requests by adding notes to your order. 
  • We will substitute a like item in the closest size and price of the actual item ordered.
  • If you do not approve of the substituted item it can be deleted from your order at curbside.
  • Most items sold in the commissary are available on CLICK2GO. If you know an item is sold in the store, but cannot find it on the website, ask for it in the comments box. And if that item is available we will add it to you order.
     
  1. Does Commissary CLICK2GO accept coupons?
  • Yes, digital coupons on the DeCA Rewards Card. Paper coupons are not accepted at this time.
  • For Rewards Card coupons to be applied to your order please clip the coupon before you add that desired item to your basket.
  • Please add your Rewards Card number in the notes section
     
  1. How do I return an item?
  • Per our return policy, returns must be handled inside the commissary at customer service.
     
  1. Can I use my personal reusable bags?
  • Yes. If you would like us to use paper or reusable bags rather than plastic please let us know by adding comments to your order.

Organic Food Products

We carry many organic products throughout the Commissary. They are easily identified on store shelves by the small green signs displaying the organic seal of the USDA (United States Department of Agriculture). Find a wide variety of organic items ranging from organic milk, eggs, soups, yogurts, frozen veggies, cereals, frozen pizzas, enchiladas, shampoos, conditioners, and body lotions.

We have Commissary Gift Cards available in denominations of $25 or $50 and there are no added fees.

How long does it take a store to restock its shelves based on product availability? 

Stores can restock overnight if the products are available in the CDCs and state-side storage facilities. We are monitoring our items sales daily and fully prepared to ship product if quantities run low prior to the next scheduled shipment.

How is the Commissary addressing replenishing stock?

The commissary management assures patrons shelves will continue to be stocked and product availability will be maintained and secured. Deliveries have been increased to the store to ensure product availability, particularly on items that are in high demand such as disinfectant wipes and toilet paper. From a product availability standpoint, the commissary is continually working with industry suppliers and installation senior leadership to support the needs of the Fort Campbell community.

How are we protecting Commissary customers and employees?

In addition to requiring face coverings for employees and customers, commissaries have implemented the following operational policies to help make stores safer during this pandemic:

  • We installed clear, acrylic sneeze shields in all regular checkout lanes to add extra protection for customers and employees.
  • Commissary personnel are wiping down with sanitizing solution checkout stand areas, product display glass cases and handles and shopping carts.  Employees are practicing routine hand washing and other basic sanitation measures to reduce transmission risk.
  • Hand sanitizer is provided at each register and staff are encouraged to use it at the end of each patron transaction.
  • DeCA encourages its employees to closely monitor their health, and asks them to stay home if they, or someone in their household, are sick.
  • We have implemented, in unison with the installation, procedures regarding social distancing.
  • Cashiers no longer handle patron ID cards. Instead, customers will be asked to scan their own ID or cashiers can use the handheld scanner if available to scan bar code on IDs.
  • We encourage the use of credit or debit transactions to limit the use of cash and coins.
  • We work closely with local the public health assets on the installation to monitor transmission risk related to staff and patrons.
  • Commissaries have temporarily suspended the requirement to sign credit card receipts to prevent multi patron handling of the credit card reader pen.

As of January 1, 2020 the Department of Defense is proud to expand commissary privileges to:

     - Veterans awarded a Purple Heart

     - Veterans who are former prisoners of war

     - All veterans with a service-connected disability

     - Individuals assessed, approved, and designated as the primary family caregiver of eligible veterans under the Department of Veteran Affairs Program of Comprehensive Assistance for Family Caregivers.

Required Documentation:  Veterans will need a Veteran Health Identification Card (VHIC) that displays "Purple Heart", "Former POW", or "Service Connected" below the photo on the front of the card for installation and benefit access.  To obtain a VHIC card:  https://www.va.gov/healthbenefits/vhic/
