Authority for Use of CONUS Commissary Stores by Protective Services Civilian
Employees: In accordance with Title 10 USC §1066, eligibility of Protective Services Civilian
Employees; an individual employed as a protective services civilian employee at a military
installation may be permitted to purchase food and hygiene items at a commissary store located
on that military installation. DeCA's intent is to follow the requirements established in §1066 and
allow the following shopping privileges.
Protective services civilian employees are in a position of the following series of the
General Schedule. Only the individual employee has shopping privileges, not dependents and/or
family members.
Security Administration (GS-0080)
Fire Protection and Prevention (GS-0081)
Police (GS-0083)
Security Guard (GS-0085)
Emergency Management (GS-0089)
Ensure all protective services civilian employees are aware there is currently no user fee.
When a related user fee is determined all stakeholders will be informed. Store personnel will
utilize the barcode currently being used for non-scanning Common Access Cards (CAC) until
further instructions are provided. The effective date is 01 August 2023.
-Expanded privilege - Starting Jan. 1, 2020 all service-connected disabled veterans, Purple Heart recipients, former prisoners of war and primary veteran caregivers will be eligible to shop at commissaries worldwide. For more information on this new program, go to www.militaryonesource.mil/expanding-access, or to determine eligibility, visit a local VA medical facility; call 1-877-222-VETS (8387), Monday through Friday from 8 a.m. until 8 p.m., Eastern time or apply online at VA.gov.
-Guest information - ID card scanning is in effect at all commissaries worldwide 100% ID check conducted at central checkouts. Visitors may accompany authorized patrons into the commissary; however, the installation commander has the authority to restrict visitors from entering installation facilities. Only authorized patrons are allowed to make purchases. When you present your ID card at the register, the cashier must conduct visual verification to confirm that you are the cardholder by looking at the photograph on your card. In addition, DoD Instruction 1330.17 grants installation commanders the discretion to institute 100% ID checks at commissary entrances for security purposes. Because these are separate requirements, your card must be shown and scanned at the register, even if it was also shown at the entrance; we regret any inconvenience this may cause you.

Summer Student Intern Program
These internships, filled under the DeCA Pathways Program, provide students in high school, college, technical or vocational school, a certificate program, and other qualifying educational institutions with the opportunity to explore federal careers as paid interns. Students must meet eligibility and requirements by the announcement close date. Students (min. age is 16) must be taking at least a half-time course load and have at least a cumulative 2.0 GPA. Anticipated employment period is May to September 30, 2023.

Commissary CLICK2GO (CC2G) is our online ordering and curbside service. We now offer the convenience of ordering your groceries online and having them ready for pickup at a time you select.

-Animals in the Commissary - Service Dogs Welcome. No other animals allowed. Service dogs specifically trained to aid our disabled patrons are welcome in our commissaries. Our Store Management will gladly answer any questions you may have! Thank you for your cooperation.
