Myrick selected new director of policy

Delbert L. Myrick is the new director of policy for the Defense Commissary Agency effective Oct. 1.
The announcement came from Rogers E. Campbell, executive director of the Sales, Marketing and Policy Group. Myrick previously served as director of the former business development directorate. That directorate was eliminated as part of the delayering action dictated by DOD for all major headquarters activities.
“The directorate of policy requires someone who is well-versed in policy regarding various overlapping areas of the agency like sales, IT and store operations,” Campbell said. “Del has extensive experience in all of these areas, and I’m confident his expertise will continue to help this agency enhance our effectiveness at delivering the benefit.”
Along with the elimination of the business development directorate, DeCA reorganized its operations and policy directorate as simply policy. This directorate added e-business to its support of sales and commissary operations, while coordinating various initiatives including new technology, resources, commissary and industry business practices and operating strategies as well as developing and disseminating agency policy on all operational aspects of commissary management.
Through the directorate’s eCommerce division, Myrick will oversee DeCA’s eBusiness research, analysis and business requirements. This includes directing the agency’s curbside ordering initiative, CLICK2GO.
“Ultimately we want to tap into whatever best business practices and technology can enable us to improve the shopping experience for our patrons,” Myrick said. “Our shoppers deserve a modern commissary benefit that delivers significant savings in an efficient manner.”
Before assuming his current role, Myrick served for the past three years as the director of business development. There, he led both the shopper insights and eCommerce divisions as they tracked key shopping trends of commissary patrons, and developed plans to increase business and capture new opportunities to target and attract various customer segments.
With the creation of the marketing directorate, elements of what was in business development, such as shopper insights and the agency dietitian, went to marketing. Myrick’s selection as director of policy is a bit of déjà vu, as he returns to the reincarnation of what had been operations and policy when he led it in 2011.
“There are so many possibilities we can embrace to help this benefit be more relevant for our patrons, and we will explore them,” Myrick said. “Our goal is to make the commissary our patrons’ ‘go-to’ grocery destination for savings and customer service.”
Myrick began his commissary career in 1980 with the Air Force Commissary Service as a temporary store worker at March Air Force Base, California. Four years later, he became the store’s produce manager. He became a management intern in 1985, working first at Barksdale Air Force Base, Louisiana, and next at Lowry Air Force Base, Colorado.
A year after DeCA was formed, Myrick served in his first commissary officer position at Bad Kreuznach, Germany, from 1992 to 1993. He went on to serve in various store and zone leadership positions stateside and overseas.
In 2004, he was selected deputy director of the sales directorate and remained in that position until 2006 when he was chosen to be program manager for the agency’s internet sales systems and distribution divisions.
In 2007, he was assigned to then DeCA East as its director of operations, where he was responsible for supporting the region’s 99 stores. Three years later, he was selected chief of enterprise business solutions for the information technology directorate. There, he led a staff that analyzed complex business processes and recommended supporting technology and business changes to the agency’s business transformation steering group.
