If you plan to enter the installation with someone who does not have a valid base access credential (ie. DoD identification card, DBIDS card, or visitor pass) please stop at the visitor control center to get them a pass prior to entering the gate.

Authority for Use of CONUS Commissary Stores by Protective Services Civilian Employees. Effective 1 Aug 2023

eligibility of Protective Services Civilian Employees; an individual employed as a protective services civilian employee at a military installation may be permitted to purchase food and hygiene items at a commissary store located on that military installation.

Protective services civilian employees are in a position of the following series of the General Schedule. Only the individual employee has shopping privileges, not dependents and/or family members.

Fire Protection and Prevention (GS-0081)
Police (GS-0083)
Security Guard (GS-0085)
Emergency Management (GS-0089)

The Department of Defense expanded commissary shopping privileges in the

U.S. effective 1 January 2020 as part of the Purple Heart and Disabled

Veterans Equal Access Act of 2018, included in the John S. McCain National

Defense Authorization Act for Fiscal Year 2019.

Access was expanded to include:

- Veterans with any service-connected disability

- Purple Heart recipients

- Former Prisoners of war, and

- Individuals approved and designated as the primary family caregivers of

eligible Veterans under the Department of Veterans Affairs Program of

Comprehensive Assistance for Family Caregivers

Guest Rules

ID card scanning is in effect at all commissaries worldwide 100% ID check conducted at central checkouts. Visitors may accompany authorized patrons into the commissary: however, the installation commander has the authority to restrict visitors from entering installation facilities. Only authorized patrons are allowed to make purchases. When you present your ID card at the register, the cashier must conduct visual verification to confirm that you are the cardholder by looking at the photograph on your card. In addition, DoD Instruction 1330.17 grants installation commanders the discretion to institute 100% ID checks at commissary entrances for security purposes. Because these are separate requirements, your card must be shown and scanned at the register, even if it was also shown at the entrance: we regret any inconvenience this may cause you.
